A memorandum of agreement between the Department of Transportation (DOT), the FAA, and the U.S. military services (see app B) contains general policies and conditions under which responsibility is delegated for the operation of military and jointly staffed military and FAA ATC facilities. In areas outside FAA jurisdiction, this agreement may be referenced in negotiating local agreements with authorities who understand the allocation of ATC operational responsibilities.
